BANGKOK, June 6 (TNA) – The Thai government on Thursday issued its second statement confirming that Thailand does not accept the International Court of Justice’s jurisdiction, a position it has maintained since 1960.
The statement emphasized that the Thailand-Cambodia border dispute should be handled under the JBC framework.
Jirayu Huangsap, Spokesperson for the Office of the Prime Minister, said the statement stated that Cambodia expressed its intention to involve the International Court of Justice (ICJ) to resolve the disputes between the two countries. However, Thailand has not recognized compulsory jurisdiction of the ICJ since 1960. Thailand and Cambodia already have existing bilateral mechanisms to address these issues, which has been the agreement from the beginning. The most important issue at hand is that both sides must focus solely on addressing and resolving the latest incident, and avoid expanding it further as it will add unnecessary complexity.
Thailand does not want to see either party suffer losses, particularly as Thailand and Cambodia are already engaged in existing boundary mechanisms. Thailand stands ready to resume the JBC process on June 14 and hopes Cambodia will demonstrate a corresponding willingness to engage in the mechanisms.
Nikorndej Balankura, Director-General of the Department of Information and Spokesperson of the Ministry of Foreign Affairs of Thailand said the Cambodia’s plan to refer the disputes in four sensitive areas of Ta Muan Thom, Ta Muan Toch and Ta Kwai in Phanom Dong Rak district of Surin province, and part of the “Emerald Triangle” in Nam Yuen district of Ubon Ratchathani to ICJ for ruling, Thailand will maintain its stance to use bilateral mechanism to solve the problems. He said Thailand does not accept the International Court of Justice’s jurisdiction since 1960.
Meanwhile, Mr. Nokorndej confirmed that the Cambodian solders encroached 200 meters into the area designated as No Man’s Land not the Thai territory. Thailand is using JBC mechanism to address the issue as it is overlapping border area.

On Thusday evening, Phumtham Wechayachai, Deputy Prime Minister and Minister of Defence, along with General Natthapol Nakpanich, Deputy Minister of Defence, General Thongchai Rodloy, Army Chief of Staff, and their delegation, met with General Tea Seiha, Cambodian Deputy Prime Minister and Minister of Defence, General Eth Sarath, Deputy Commander-in-Chief and Joint Chief of Staff, and General Mao Sophan, Deputy Commander-in-Chief and Commander of the Royal Cambodian Army, and their delegation at Aranyaprathet district of Sa Kaeo province.
The objective of this discussion is to exchange views and explore solutions for existing issues between the two sides. Both countries agree to proceed according to the existing cooperation mechanisms to achieve concrete conclusions and to adjust forces in the area to reflect the 2024 deployment. (TNA).-813
